NYC 3-K Application 2026–27

Free preschool for 3-year-olds. Amazing in theory. In practice, here's what actually happens.

The reality of 3K in NYC

NYC's 3-K for All program offers free preschool to every 3-year-old in the city. Citywide, there are technically more seats than applicants. But the distribution is wildly uneven — some neighborhoods have surplus seats while others (especially Manhattan Districts 1, 2, and 3) have massive shortfalls.(NYC DOE, 2025-26)

What this means: If you live on the Upper East Side and only list 3 nearby programs, you may get offered a seat in Chinatown or the Bronx. This is not hyperbole — it happened to multiple parents in our community groups in 2025 and 2026.

How the 3K lottery works

You don't have a zoned 3K school
Unlike kindergarten, there is no guaranteed zoned program for 3K. You apply to a list of programs across the city.

Priority groups matter
Siblings at the same program get top priority. Then district residents. Then everyone else. Your lottery number breaks ties within each group.

You can't see your lottery number anymore
As of 2025-26, the DOE stopped showing lottery numbers before the deadline. You submit blind. This is a major source of frustration.

Offers go out in May
You receive one offer. You're automatically waitlisted at programs you ranked higher. You can also manually add yourself to other waitlists.

Waitlists move A LOT
One parent went from #40 to getting a seat by July. Another went from #176 to... still #176 in September. It's unpredictable.

Strategy: how to maximize your chances

List 8-12 programs minimum. Seriously. Don't be precious about this.
Include programs in less popular areas nearby — one neighborhood over can make the difference.
If your child is at a daycare that has DOE 3K, they have priority to stay. Confirm with the center.
Apply for BOTH 3K and private preschool. Private deposits are due before 3K offers come out — this is by design and it's infuriating.
After offers come out, call your preferred programs directly. Schools manage their own waitlists after the initial round.
Check waitlist positions daily in the first 2 weeks after offers. People decline fast.
If you get a bad offer, accept it anyway. It does NOT affect your waitlist positions elsewhere. You can switch later.

3K vs. private preschool: the honest comparison

3K (free)

  • ~6 hours/day
  • No guarantee of nearby placement
  • Lottery-based — no school visits before offer
  • Variable quality between programs
  • DOE curriculum standards
Private ($15K–$33K/yr)
  • $15,000–$33,000/year in NYC
  • Often 8am–3pm or longer
  • You choose the school
  • Tours, interviews, school culture match
  • Smaller classes typically
  • Strong exmissions to private K

Many families apply to both. The deposit timing conflict ($1K–$3K non-refundable deposit due in March, 3K offers in May) is the core stress point. Budget for potentially losing that deposit.(Parent reports, 2025-26)
